The main problem government should look into solving is financial illiteracy, which is the wider problem, instead of isolating title loans. People are getting themselves into trouble with credit in general by not fully comprehending what they are putting themselves at risk for. If politicians, who are mostly lawyers, are having a hard time understanding credit contracts, then people with little comprehension on how to balance their checkbooks and bank accounts are going to have some issues.
