You are ignoring his plans. Why? You’re obviously capable of reading and writing intelligently, so I can only assume that you are being intentionally dishonest. That’s shameful. And you’re giving a definition based almost exclusively on economic activity, with no mention of the violently repressive approach to governance that was fascism’s true hallmark.
The Obama administration doesn’t want, and doesn’t intend to keep, permanent control of any industry. And much of what you’re talking about is indistinguishable from the way every country of every stripe controls its economy. I mean, licensing? Control of work safety standards? Are you joking?

He hasn’t taken control of those industries. He gave them money, as did Bush, as a way of stabilizing them; but did not take control of them.
Of course, the Republicans pushed him to do so. When Obama gave the money to stabilize the banks and so on, Republicans got angry. They said Nationalization and all of that. Then they said he should take control if he’s going to give money, so that we get those profits at least, like any other shareholder.
Those were their words, not Obama’s. And Obama fought against that, and said he would not take control of those industries. It was the Republicans who told him to do so, saying that we should at least get something for that money.
Republicans are the Fascists here, not Obama. Obama actually prevented it from happening when Republicans pushed him to do it.

Please outline, with proof, the evidence to support these allegations. It’s crap like this that leads to people spouting it as truth and spreading under the “I heard” banner.

By the by, the basic thrust of what Obama is doing was powered by decisions made prior to his election, and those decisions were based on eight years of neo-conservative incompetence and misrule. Please consider evaluating the total catasrophe that was the Bush administration before you go off half-cut with a load of barely formed slop.
