Schools are getting hit on the other side as well.
Many of the philanthropic organizations that would give out grants and scholarships have also been hard hit by the down turn in the economy and investment scams.

Actually the cheapest universities are in California, community college( near 50 in CA) only charges $20 per unit, some people get 2 yr associate degree of nurse for under $10K, and the start salary of RN is $80K /year
